Heathrow Airport - Engineering
Heathrow Airport Engineering is responsible for managing, maintaining and ensuring the operation of 750,000 assets, ranging from terminal buildings and electrical substations to heating, lighting and ventilation systems. The department employs over 500 full-time staff and thousands of suppliers and sub-contractors.
Customer Requirements
tQM Professionals Ltd were engaged to develop and implement an online Integrated Management System (IMS) for the Engineering Department that is focused on delivering performance and excellence through its defined Asset Management Lifecycle processes.
Engagement Deliverables
We initiated multiple Process Transformation Projects within the Engineering department that included a strategic review, process reviews, data analysis, and deep-dive operational reviews to assess process maturity, operational performance and quality of output.
Based on the results of our initial analysis, tQM Professionals Ltd proposed a multi-phased Change
Management Programme:

to develop new processes that deliver the Engineering strategic goals and targets,

to re-design the existing processes to fit the proposed model and

to create a new Process & Operational Framework that would integrate multiple functions and be available online to all users and accessible globally.
Our solution was deployed in two phases. During Phase One, our consultants designed and developed:

A new Process Architecture that presented the existing and new Engineering Management System processes, including resources, performance KPIs, and expected outputs

An Operations framework that presented the Engineering operations, their critical & non-critical interdependencies, the proposed information & data flow exchange points, and the existing and proposed IT tools and online databases to manage and support them

a Reporting and Communication structure that identifies the process stakeholders, streamlines reporting and meeting requirements to ensure that the correct information is distributed to the relevant stakeholders

A Risk Management Model that evaluates and mitigates risk by associating risk controls to specific processes and operations

An Assurance & Compliance Process framework - robust assurance and control process framework that drives continual improvement, ensures compliance and facilitates change across different functions and operations
tQM Professionals Ltd, with the kind cooperation and invaluable input of the Heathrow Engineering staff, managed to successfully develop and implement the Engineering Integrated Management System (EiMS) that is compliant to the relevant national and international standards, legal and regulatory requirements and satisfied the Engineering strategic goals and operational targets.
As part of the Phase Two Implementation Plan deliverables, tQM Professionals Ltd consultants developed and delivered the following:

Training to Engineering employees on how to use the new processes, online tools, and IT applications of the Engineering IMS

Bespoke monitoring mechanisms to measure successful implementation of the EIMS processes

Optimisation of the EiMS based on performance and feedback in order to ensure that the new method of work is sustainable and not viewed as an add-on to day-to-day operations

Preparation of the Engineering department employees and management to go through the certification process and provision of support during the certification audits

Continued support and specialist advice towards the continual improvement and operational excellence of the Engineering Integrated Management System
