Aspire Rail Ltd was a railway engineering company that specialised in electrification management services (OHLE). They were very successful in electrifying Network Rail routes in Midlands and North West of England.

Customer Requirements

Following the acquisition of Aspire Rail Ltd. from the Keltbray Group, tQM Professionals were contracted to review, and optimise the merged processes and operations of the two organisations.

The main objective was to develop a common online Business Management System that enabled seamless delivery of rail engineering services (OHLE, Plant management and rail construction).

Our consultants successfully engaged with managers and staff in both organisations during and after the merge, We reviewed company processes and operations and developed a common online Business Management System that:

  • Achieved economies of scale by combining and optimising corporate functions

  • Utilised best practices from both organisations and developed common delivery processes and operations

  • Enhanced the Assurance & Control functions through the development of Quality Management framework (improvement, performance, audit and assurance management)

  • Contributed to the training & development of a central Assurance team, that managed all Safety, Environmental and Quality function

  • Achieved certification to ISOs 9001, 14001 and OHSAS 18001 standards

  • Designed and implemented Requirements Definition and Project Planning to allow for the delivery of complex and multi-disciplined projects that combined skills and operations from both companies

  • Transferred and merged successfully the Aspire Operations Model (product and service operations) with the Keltbray operations
